Dear Gent,
I have no comments on the draft Order
in Council which divests the Governor and local officers of their powers as they existed on the 25th December last.
Have you in mind any statement about
I might perhaps mention here that the United States have published, and we have re-published, a general notice to holders of Philippine currency and Philippine Government securities requiring those holders not situated within the occupied territory to deposit their currency for registration and safe keeping in a bank or agency appointed for the purpose. It is stated that all Philippine securities and currency not so registered will be presumed in the absence of clear proof to the contrary to have come under control of the enemy.
